Scott Harwood
Biography
Scott is head of public sector VAT for RSM and works across the not for profit sectors including the NHS health and care, local and central government, emergency services, education and charities. He has provided indirect tax advice to some of the UK’s largest organisations including many well-known public bodies, commercial firms working under contract with the state plus many publically funded entities.
Scott has 15 years’ sector focused tax experience and his specialisms include managing complex HMRC enquiries, developing partial exemption methodology, recommendations around outsourcing, PFIs, large capital redevelopment programmes and large joint working initiatives.
Scott has also enthusiastically supported various sector groups helping their cause to reform the VAT system by reforming inequities in our tax regulations and helping to push for new VAT refund schemes for not for profit organisations.
A regular speaker at a number of RSM and external tax events, Scott has recently introduced a VAT practitioner's webinar for LexisNexis and is a regular speaker at the HFMA/CIPFA tax seminars.
Scott has also contributed to a number of thought leadership articles including in RSM’s Health Matters publication and published commentary following various VAT tribunal outcomes.
